The Far East Electric Co. was handed over by the Electric Equipment Bureau of the Northeast People’s Government and its name was changed to “Electric Equipment Industrial Management Bureau, 11th Factory.” The factory ran independently and the factory manager took over full responsibility.

The factory completed its first technology reform.

The First Mechanical & Industrial Department of the Electric Equipment Industrial Management Bureau (called the Mechanical Department thereafter) took charge of the 11th Factory and its name was changed to “Dalian Electric Porcelain Factory.”

From February to August, part of the Northeast transmission line experienced continuous “flashovers” which caused great concern and losses. In July of that year, according to records of the Northeast Electric Bureau, the Dalian Electric Porcelain factory co-operated with the Dalian Electric Bureau and developed five anti-pollution insulators which were sent to the Northeast Electric Managing Bureau for anti-pollution tests. Dalian Electric Porcelain was the first factory in China to do research and manufacture high voltage anti-pollution insulators.

The factory commenced R & D on 2nd generation insulators the aim of which was to add new products based on the original II series and to reduce size and weight. According to the Eighth National Congress, Dalian Insulator fulfilled the system of “Factory Director Responsibility and worker’s conference under the leadership of the Party Committee.

The factory built and installed a second “tunnel” kiln. The old downdraft kiln was gradually phased out.

  • 1940-1949

Dahua Porcelain was changed to Shimizu. By this time, with capital of over one million Yen, manufacturing facilities contained 80 automatic and semiautomatic machines.

The two factories reached their highest manufacturing capability of 30,000 tons of fire-proof bricks and 25,000 pieces (1.25 tons) of pin type porcelain electric insulators. Employees now numbered 1800.

After Japan surrendered in August 1945, the Soviet Union sent in army guards to secure Dalian Porcelain and Dahua Porcelain facilities. Workers from the two factories participated as volunteer guards thus, the factories shut down.

Dalian Porcelain and Dahua Porcelain were handed over to the China-Soviet Far East Electric Co. Ltd and were managed jointly by both countries. The two facilities were merged into one company called “Far East Electric Factory.” The Soviets sent in about 10 managing staff as factory directors and other positions to get the factory re-started.
